Swift changes in the economy and society that are especially evident in the case of Lithuania and other countries having passed the post-Communist transformation, present incessant challenges to the state, public administration and public policies. Meanwhile, the latter are (or should be) constantly reformed, improved, optimised and otherwise changed, in order to achieve higher effectiveness and efficiency of the public sector.
In order for all these changes to produce the desired effect, so that repeated changes are not needed after a short while when rectifying mistakes, it is extremely important to prepare the planned decisions adequately and inform the decision-makers. Applied scientific research, conducted by the Institute, are designed to assist public servants and politicians in appropriately identifying encountered challenges of development, determining their causes, suggesting and justifying decisions for their solutions, and evaluating possible impact of such decisions.
In this research, we combine both traditional and most modern insights and theories of political science, economics, public administration, sociology, management, communication and other related areas where are analysts possess competence. Taking into account the nature of research, we consistently apply both quantitative and qualitative methods, which we choose following the newest international practices in the field of research. In the research, we give preference to empirical information, statistics and facts, either collected independently by us or available from other sources, combining it with appropriately weighed up opinions of experts and specialists. When suggesting decisions, we also review critically the experience from abroad, seek for possibilities to apply good practices and avoid mistakes made in other countries.
Such an inter-disciplinary approach, methodological pluralism, along with a thorough understanding of the public sector supported by personal experience, allows the analysts of the Public Policy and Management Institute to provide authoritative advice, based on research and evidence, which can be and are directly applied in practice.
