Constant improvement of performance is one of the major tasks for modern public management institutions. Ever higher requirements are applied in relation to appropriate policy planning, involvement of interested parties and efficient implementation. Better and more optimal usage of financial and human resources is emphasised. Finally, it is important to present the results achieved in a suitable and understandable manner.

Performance improvement of public sector organisations, assisted by our Institute, includes such aspects as institutional development, strengthening of administrative capacities and optimisation of activities. We have successfully implemented projects which were aimed at assisting both Lithuanian and international institutions (first of all, the European Commission). In summary, the following areas of performance improvement can be distinguished:

• Improvement of policy planning: preparation of strategic development and activity plans, consultations with interested parties and involvement of the public;
• Improvement of policy implementation: preparation of implementation documents, coordination of activities, process optimisation (including business processes re-engineering);
• Results-based management and performance monitoring: creation of systems of performance and quality management, presentation of achievements;
• Organisational and structural optimisation, organisation management and human resource management, improvement of inter-institutional cooperation, reinforcement of administrative capacities;
• Introduction of e-government and e-services: introduction of IT-based solutions in order to automate and facilitate the implementation of appropriately improved processes of organisations.
