PPMI has carried out the comparative analysis of the role of local and regional authorities in the implementation of the Lisbon Strategy's National Reform Programmes

PPMI has completed the study "After Lisbon: the role of regional and local authorities in a new Strategy for Sustainable Growth and Better Jobs - comparative analysis of 27 national progress reports" commissioned by the Committee of the Regions. The study aims to analyse 27 Progress Reports on  the implementation of the Lisbon Strategy's National Reform Programmes, to assess the extent to which  they  actually  report  on  the  involvement  of  the  local  and  regional  authorities on the implementation of the National Reform Programmes, the quality of this reporting as well as its content. The following main aspects were analysed for each National Report:

  • The level of acknowledgement of the role LRAs shown in the Progress Reports;
  • The kind of information given on the LRA's Lisbon-related activities;
  • The institutional framework of multi-level cooperation; 
  • The possible existence of multi-level governance arrangements.
